i have three kids under the age of 10. Own a mondeo which seats 5 adults. am i allowed to carry 4 young kids in the back seat? two of them will share the middle lap belt.

Never put one seat belt around two children or even two people ,it renders them useless.
I believe you are allowed to carry that many,but would you really want to decide which one has no safety belt,it's really not a good idea at all IMO
What if there are not enough seat belts available?
The law does not prevent you from carrying more passengers than there are seat belts and restraints, but the way in which passengers are carried must not cause danger to any person in the vehicle. If you have to choose who rides without a belt or restraint, remember that heavier passengers can cause greater injury to others in an accident than lighter passengers.
If no child restraint is available for children under three years, it is generally safer for them to wear an adult belt, in the back seat, rather than no restraint at all.

Your insurance would probably be invalid if you carried more people than the vehicle was designed for.

thanks for the replies. i thought that may be the case where one belt per person.
what cheeses me of are 'caring' parents who drive around with their 'loved' ones unbelted in the front or back or babies sitting on mummy's lap in the front.
wish i was a copper so i can give them a telling off. would be great if social services can give them a warning for not caring for the kids etc. what i find strange is where coppers turn a blind eye when they see this.

The kids will be growing soon anyway. I stronglt recommend a good used Toyota Estima as a way of transporting just about everything!
