Have you ever tried cake/solid eyeliner and a fine brush? It's not necessarily waterproof, although you can get a 'sealent' to make it so, but it doesn't seem to shift until you want it to!!
I was using laura mercier, which is fab but expensive, but am now using a cake eyeliner from Screenface in London, a professional tv/stage/film makeup shop, who also do very good cheap brushes (mine was all of 1.85). The eyeliner is around 6 pounds, and will last a LONG time....
I've also bought plenty in the past from ebay by searching for 'cake eyeliner'. I think benefit do a sealer? or screenface or prob on ebay too.
The other thing about cake as opposed to liquid or pencil (i find anyway) is that I can get as thin or as thick a line as I want, and can make it either very natural or dramatic, depending on what I'm up to. I also add a very thin line UNDER my upper lashes, right up in them.

On holiday (because of going to the pool) I use a waterproof pencil by Clarins. It is waterproof but not the easiest pencil to apply as its quite hard so I wouldn't want to use it all the time at home.
I had a so-called waterproof pencil by Dior which wasn't waterproof at all.
I'd be interested to hear if anyone knows of a budget brand waterproof pencil.
Estee Lauder double wear eyeliner, I can't get the swine off!!! It doesn't smudge at all, even if you rub your eyes or have a shower.
