yes if he has his insurance certificate (original, not photcopy/fax/downloaded one), the MOT cert and the V5C/2 New keeper's supplement (green slip no10) from V5C (logbook) which seller should give him. Take to Post Office, can tax over counter.

If he wants to use vehicle on road during April then tax will start from April 1st, if it's remaining off road til May he can buy disc starting 1st May but not til 2 working days before end of month (29th).
See if his insurance company can send cert out next day delivery maybe?

Yes he can, but that car will need to be removed from the public highway and a sorn declaration made against it.

Yep he needs form V14 - from Post Office or downloadable from www.direct.gov.uk/motoring (http://www.direct.gov.uk/motoring)
As Keith mentioned vehicle needs to be declared SORN (off road) if he is keeping vehicle, the bottom section of V14 is for SORN so he just fills that out too.
Or if he has got rid of vehicle he just needs to return V5C.
He will get any full months remaining as a refund (i.e. from May onwards) if you send it now. If he bought a 6mth disc then he would have paid 10% admin charge at time which is non-refundable.
