There's a new Mondeo coming out which means there are some great deals going on the last of the old ones. The Mondeo is widely regarded as the best in its class so it may not be necessary to look at others.
You say you want a cheap car to buy and run, then say budget is anything ?
Does it have to be used or new ?
When you say family, how many people will be travelling at once in the car ?
I would suggest a diesel fuel car.
Either a Skoda Superb, VW Passat, Ford Mondeo, Audi A4 / A6, Jaguar X-Type or BMW 3 Series.

We have a Skoda Octavia TDi which is a very nice family sized car with great fuel economy. There are various different trim levels to choose from depending on budget and needs.
Have a look at What Car magazine on line to see their reviews on cars you might be interested in and the prices you should be expecting to pay (i.e do not pay list price).

I am not sure if you require a brand new vehicle, or new used vehicle? But check out the Audi A2 TDI (i own one). The A2 has stopped production due to the expensive build cost as it is made of Aluminium.
Here are a few good points to consider.
Aluminium body and shell it wont rust and is lightweight.
Congestion charge exempt.
£50 a YEAR road tax.
Upto 65MPG.
Very good resale value.
BAD POINTS
thick A pillar causes a blind spot
some A2's are only 4 seaters
It has just been voted number 41 in top gears top car test http://www.topgear.com/content/carsurvey/2006/audi/a2/
It is also number 4 in the best built car test http://www.topgear.com/content/carsurvey/2006/features/05/1.html
If you are looking for a brand new vehicle you will have to look for something else.
Used prices from £5k to £12k
