HC3 Certificates (limited help with health costs) particularly glasses

Ive got one of these HC3 certificates, to be honest I do not understand the part about glasses, the value in the box is £40.20 towards a voucher. How much is an NHS optical voucher ??? Im due a new pair of glasses, I want to be clear so I dont end up ripped off.
