i want to get a refund in my car tax because i am selling the car without tax. Do I have to delcare SORN to do this? The car is stored in my garage so it is off road anyway.

You have to get a form from the post office and stick the disc to it. I think you do this when you have sold the vehicle.

i have already sold it or should i say given it to my sister, but my sister needs to sell her car first before she can change cars on her insurance. I havent sent away new keeper slip yet, does this need to be done first?

I would get the ownership changed, then get your sister,(new owner),to declare it SORN.
Re tax disc as you are not using the car,send off for the refund yourself,(before ownership change), and on or before the END of the month to claim for full months rebates, I would take it to a post offce and get a "proof of posting card",(free), in case RM lose it, if it is post marked on or before the end of the month you will be entitled to the following full months rebate, if postmarked 1st of the month, you will lose all that month.
