HI
we have a stone outbuilding which would be ideal for a tea rooms as were in a tourist spot.
we are paying a mortgage on the property so do we need permission from our lender to run a buisiness here and do we need permission from council etc

probably yes to both. But why not phone and ask?

Tea rooms and the local council: as well as 'can I run a business from home without paying business rates' think food hygiene, environmental health ... you may find there are quite strict requirements for this to ensure no-one gets salmonella or E-coli from your tea rooms! Plus parking - the local highways dept might have something to say if parking is an issue.
