I have previously looked at a website where you could find who owned a particular car? I can't remember what it was? Any ideas, I'm sure it was on the DVLA website but can't find it on there anywhere

Hi - the DVLC only release information about the registered keeper of of a car if you have a valid reason for knowing such as involvement in an accident. In that case any application needs to be made in writing with a cheque for £2.50

Hi as confirmed by DVLA's website if you apply for keeper details without proper cause you can be fined up to £5000.00 or even unlimited in a Crown Court. All they will tell you without charge is make model expiry date of tax colour and number of owners.

That is protected information so I don't see how you could have got the details legitimately through anywhere other than the DVLA and then, as has been said, you have to have a reason for wanting the information that fits their criteria.
I can find an American site that will give you details, but that is all.

I would have thought that if just anyone could access these sort of details on the internet then it would be breaking data protection laws?

You can get them through the PNC as well. If you know someone with access to the PNC they could access the info, although they are not suppose to!
