A good option would be an Travelcard Off Peak Return Ticket from Bedford to London St Pancas @ £22 each this gives you train travel and underground/bus throughout zone 1 to 6. However, it only comes valid after 0930 out and isn't valid between 1630 - 1900 back. You could book in advance and it would be cheaper but you lose the flexibility and unlimited underground/bus option

Unfortunately it takes 3+ hours (and a change) rather than less than an hour by direct train, so for OP's departure time he'd still arrive in London earlier by waiting for an off peak train.

The Bedford/London bus service (which used to be good) was discontinued yonx ago when it couldn't compete with the speed/frequency of the train.

I don't think that that leave OP with any options other than the expensive peak hour train unfortunately.

You can buy an off peak day ticket (FCC trains only) at the Tourist Information Office in Bedford. Last I heard it was £11 - cheaper than at station.
